The Joint Commission is a nonprofit organization that is recognized nationwide as a symbol of quality that reflects an organization's commitment to meeting certain performance standards. PA Travel Nurses is fully aware of the Joint Commission guidelines for Travel Nursing Agencies and the Agency Nurses. The following line items are key Joint Commission guideline areas of compliance for PA Travel Nurses with respect to Travel Nursing Agencies:
All PA Travel Nurses engagements have not only a written Staffing Agreement between the Travel Nursing Agency and the hospital for supplying personnel, but also a specific Assignment Confirmation for each individual nurse that is placed on assignment. The Assignment Confirmation is attached to and forms part of the Staffing Agreement for each Travel Nursing Assignment. The Travel Nursing Staffing Agreement also identifies the party responsible for documenting current licensure and current clinical competency. As is the case with all of our Travel Nursing Staffing Agreements, the Staffing Agreement is signed by both authorized representatives of the hospital and PA Travel Nurses.
The Joint Commission does not require Travel Nursing Agencies to provide a specific format content for orientation. PA Travel Nurses works with the hospital to determine the optimum procedure for each nurse who will be oriented. When appropriate, PA Travel Nurses will send one of its staff members to the hospital's staff orientation program. This person then would have the capability to, in turn, teach the required content to all PA Travel Nurses assigned to the hospital prior to their assignment. As a standard requirement, it is ensured that applicable hospital policies and procedures covered in the orientation of PA Travel Nurses includes, at a minimum, administration of medications, method of assignment for patient care, chart documentation, transcription of orders, discharge planning, CPR/code procedures, fire and other safety procedures, infection control procedures, hazard communications, and other necessary information as determined by the hospital. When feasible, PA Travel Nurses are sometimes oriented through self-learning modules that are supplemented with written materials, all of which would need to be made available by hospital staff..
All Travel Nurses that are working at a hospital as an employee of PA Travel Nurses must be oriented to each hospital to which he or she is assigned. PA Travel Nurses ensures that this is accomplished through a formal orientation program provided by either PA Travel Nurses or the hospital during the nurse's first assigned shift under the designated, hospital-employed qualified registered nurse, using a planned and documented process. The same registered nurse may also complete the initial competence assessment tool. Finally, a designated, qualified nursing staff member may precept other PA Travel Nurses staff members, such as licensed practical nurses or vocational nurses.
Joint Commission guidelines do not require that the hospital using supplemental staffing services keeps a copy of the Travel Nursing Agency nurse's license or clinical credentials. It is the policy of PA Travel Nurses to makes sure that we provide this documentation directly to the hospital prior to the start of the assignment such that the hospital has the information on file for its records.
As per the Joint Commission guidelines, the agency's clinical competence assessment approach does not need to be the same as the hospital's approach. PA Travel Nurses has detailed skills checklists that are required to be completed for each of its applicants (condition of employment). Included in these checklists, and included as part of every employee's pre-screening process, is an Age Specific Competency Skills Checklist. All of these checklists can be viewed within our web site. In addition, in some cases, PA Travel Nurses will administer its own set of skills competency tests to further verify competency of the nursing candidate. Other screening verification components include reference checks, licensure verification, criminal background checks, OIG and exclusion checks to name a few.
Although the Joint Commission does not require the hospital to conduct preemployment screening or testing for clinical competence of agency nurses, PA Travel Nurses does have a comprehensive screening process that is adhered to for all of its applications. As far as Employee Evaluations are concerned, Joint Commission guidelines require that both the Travel Nursing Agency and the hospital are responsible for the agency nurse's evaluation. The requirement to conduct these evaluations is part of our standard Staffing Agreement with the hospital. PA Travel nurses understand that when the Joint Commission is surveying a hospital,a surveyor may interview an agency nurse. All travel nurse with PA Travel Nurses understand and agree as part of their Employment Agreement, that they could potentially be surveyed as part of the hospital's Joint Commission review.
